No, that balcony is on the Upper West Side (I think around 75th between Columbus Ave and Central Park West.) Every year they go all out with their balcony decorations. In fact, that whole area becomes one big block party on Halloween with everyone out and about (and dressed up.)
I hope you are doing well…and not embracing life as a Zombie. 😉
